Q 1: I have been living at new residence in Bangalore for last one month only, and I lived at another address in Karnataka for more than six months. Am I eligible to submit Form 6 based on my new residence?
A: Yes. Anyone who has been residing in Karnataka for more than six months in total is eligible to apply for inclusion in Karnataka voter list at current address for that particular assembly constituency.
Q 2: I changed my residence, and my name was on voters list of previous residence. How do I get my name into the voters list at new residence?
A: Submit Form 6 at the ERO office of new residence, and submit Form 7 for deletion at ERO office of previous residence, and. If you moved within the same state then, mention the previous address in specified column of Form 6. Make sure you get acknowledgements from both ERO offices.
Q 3: I don’t have any address proof documents in my name. For example, I am a 60yr parent living with my son’s family or I am a housewife living with husband. What address proof can I submit with Form 6?
A: Your son’s address proof and any document proving your relationship to your son can be attached to the Form 6. Similar answer applies to parents, wife, husband or children (above 18yrs) who don’t have any address proof on their name.
It is not necessary that your name is mentioned in the address proof. The address proof is for the authorities to come to your house and make verifications about the credentials provided in the form. Therefore it is necessary that, the address mentioned in the form is same as the one in the Address Proof.
Q 4: What is an EPIC?
A: EPIC = Elector’s Photo Identity Card. It is an official identity card issued by election commission. At this time, it is not mandatory to have an EPIC to vote in Karnataka.
Q 5: My name is included in the Voters list. But i never got a photo id (EPIC) card. Am I eligible to vote? How do I get a photo id card now?
A: Absolutely, you are eligible to vote as long as your name is on voters list, despite lack of voter ID card. Karnataka election office has not yet issued voter ID cards to all people on voters list. There is no separate application to file for voter ID card. Just wait till KA electoral office announce to issue cards in your ward area.
Q 6. Why is it important to have name duplicates (extras) removed from voter list?
A: With names duplicated, risk of abuse is there. Votes can be cast by others claiming to be you. So, please submit Form 7 when your name is duplicated on list.
Q 7. Is it true that 49-O rule of Election Conduct allows us to not vote for any candidate, and still getting your name marked on polling booth list (so that no one can abuse by voting as you)?
A: Yes, in case of voting on paper ballot (i.e. without Electronic vote machines). Apparently, answer is a ‘No’ in case of voting with Electronic voting machines. Let’s first understand what 49-O rule says: see page 99 of
http://www.eci.gov.in/ElectoralLaws/HandBooks/MANUAL_OF_LAW_VOL_II.pdf. It says:
49-O. Elector deciding not to vote.—If an elector, after his electoral roll number has been duly
entered in the register of voters in Form 17A and has put his signature or thumb impression thereon as
required under sub-rule (
1) of rule 49L, decided not to record his vote, a remark to this effect shall be
made against the said entry in Form 17A by the presiding officer and the signature or thumb
impression of the elector shall be obtained against such remark. Apparently, with Electronic Voting machines, a voter is
required to press a button and “none of the above” won’t be a choice. So, it seems 49-O rule is not followed with electronic voting machines.
Q 8. What is a Part number?
A: It is same as Polling Booth number. Typically, an area with about 1500 registered electors is designated as a Part. Many Parts are included in a Ward. To quickly locate a name in the voter list at polling booths, please note down and take the following information to polling stations: Assembly Constituency, Part number and Serial number of your name in the voters list.
Q 9. Explain the hierarchy and relationship among terms such as polling station, Booth (or Part), Ward, AC, PC etc..
A: Polling Booth is a place where one normally votes. A booth will have its own number and will allow voters listed in the voters list Part designated to that particular booth. The Booth number and the Part number will always remain the same. For eg. if your name in Part no. 78 of Jayanagar Assembly Constituency, then your Booth number will also be 78 of Jayanagar Assembly constituency.
- Polling station is nothing but a building where the Polling booth is located. A single polling station can have one or more polling booths. There is no number assigned to the polling station.
- A ward or Assembly Constituency or a Parliamentary Constituency is Constituencies as the name indicates. While the Ward refers to the Local Council or Corporation, the AC is for the State and the PC for the National parliament. The constitution defines certain number of voters for each category of the constituency.
- Therefore few of the parts put together will make a ward [ say 30 to 45 ], the same parts put together [ 150 – 250 ] will make a AC and few ACs put together will make PC.
Q 10 . what documents are acceptable for residence and identity proof?
A: passport or driver’s license or any other identification card issued by government or post office or telephone (fixed line or mobile) bill or water bill or electricity bill or rental agreement.
Q 11. What is an easiest way to know the Ward number of my residence?
A: Ward numbers are written in Street signs found near your residence

Q 13. How many applications do I have to submit?
A. The election commission stipulates that the application forms must be in Duplicates and both have to be signed. While one copy is retained with the officials for their records, another one is sent for the Data Entry. Please note that incomplete applications can summarily be rejected without informing you. Therefore it is very important that you fill all the relevant information.
